I think it's just showing how brutal the new life of the farmer's in California was. It was the Joad's first settlement in California and the author was just showing how hard life was going to be and how much hostility they were going to encounter.
Actually, no. I think it was just another example of how much life sucks for the Joads and the other families during this time.
